This message is displayed when the Memory features are only available to Album Admins.
Availability is determined based on the Admin's country/region rather than that of each individual user's device settings. Affected countries/regions are EU countries, the United Kingdom, Iceland, Liechtenstein, and Norway. If an album has multiple Admins, the Memory features will be restricted if any of the Admins meet the criteria. The situation does not change even if the user is covered by any of the Premium subscriptions.
Note: Admins can view any Memories available under their current plan.
